Is that really water?
Looking at the rest of the pictures, I do see some splashing on the inside of the driver’s door, the driver seat, and on the rear seat, as if the windows were left open in the rain. But I’m not so sure about that footwell.

That’s not water. It’s just the sheen of the composite material that is in there instead of carpet. It’s a police cruiser, after all.

It’s the plastic(?) triangle at the base of the passenger seat. Looks really deceptive in the other picture though.

There’s no water in the foot well. Not sure what you’re talking about. The interior is pretty dirty; they could’ve at least vacuumed it out before listing it but other than that it actually looks really good and like an interesting buy. A late model Caprice would be one hell of a unique ride.
